Air conditioner refrigerant lines are insulated because they get very cold when the compressor is running. The cold line will do much like a glass of ice water when set on a counter and that is to condensate the surrounding moisture in the air. Refrigerant lines like this one that have a gap in the insulation can easilly drip water which can rot out wood, leak onto ceilings, etc.... Easy fix, just add insulation!
